I have found a second set of preferences within PDF Printer, buried and obscure.
From the Windows Printers Panel, right click Adobe PDF Printer, choose Printing Preferences, this dialog appears. It is a more pixelated dialog
right click Adobe PDF Printer, choose Properties > Printing Preferences (from the General tab), this dialog appears
Both retain the setting of the either...but for the head scratcher...
right click Adobe PDF Printer, choose Properties > Advanced tab, this dialog appears
A unique Page Size can be set. Your IT people should donw more clicking?
