Printing to the PDF Printer should not scale. Printing from Adobe Acrabot or Adobe Reader scales to the printers non-printing area if Page Scaling is selected.
Very likely page scaling is set in the Acrobat Print Dialog - Disable "Fit to Printable area" or any other scaling.
