No the printer shortcut is done through the OS. The printer is set up as normal through the Print and Scan Control Panel in System Preferences. The way we create the printer shortcut is to print to that particular printer. Whenever you print a file the printer pops into the Dock briefly while your file is being printed. If you click on it while it is showing up in the Dock, a menu appears and you can go to Options and select Keep in Dock. You can also add it by double-clicking the printer in the Print and Scan Control Panel to open the printer, this will cause it to show in the Dock as well, at which point you can select the Keep in Dock option. After that point you can simply drop files onto the shortcut in the Dock and it will print them.
