It's impossible (from this info) to say whether the file is actually corrupt, and 8.3.1 is detecting this, or if 8.3.1 is wrongly reporting a problem. Anyway 8.anything is ancient, and from the very early days of PDF/A, things have moved on a good deal in the three major releases since.
