If you have the full Creative Cloud membership, not just Photoshop, Acrobat is included in which case you will get what you want simply by installing Acrobat.
Otherwise, you can either buy a perpetual license for Acrobat or subscribe on a monthly basis for Acrobat.
There is no other way of getting the Adobe PDF PostScript printer driver instance and the Distiller which is required to make PDF from the PostScript the driver generates.
